What does Recon mean?

The term recon is the short version for the reconstruction vehicle permit.

What does Recon mean?

Recon is a Hawaii safety requirement for modified vehicles. Much like our standard safety check, except it applies to modified vehicles. The reason behind recon is to enforce safety on our roads and highways. Backyard mechanics tend to do alot of "mechanical and structural ingenuity" innovations to cars which pose a serious danger to motorists.

Does everyone need to get recon?

No. Recon is a requirement for only modified vehicles in counties of Hawaii with a population of 500,000 or more. Currently, only the island of Oahu fits this requirement. But the other islands are slowly getting bigger.....

Where do I get recon?

The recon office is located at 1112 Kapahulu avenue (Honolulu). The office is open from the hours of 8am to 11am and 12pm to 3pm - Monday thru Friday. You need to bring in your Hawaii's Driver's License, current registration and safety check, alignment papers (for those vehicles with modifed suspension) and cash or check for the fee. All inspections are done by appointment only. So you will need to schedule your inspection prior to going to the recon office.

What is the fee for recon?

The fee for recon, pass or fail, is fifteen dollars ($15.00). If you fail the test, you will have a period of ninety days (90) to bring your vehicle back without having to pay the fee.

How do I know if I passed recon?

When you pass the recon test, you will receive a decal from the office. Just like the safety check, this decal will need to be displayed on your rear bumper. In addition to the decal, you will also receive a permit card and your application form which states the modifications approved by the recon office.

Can I modify my vehicle after recon?

Yes. However, any modifications done to the vehicle will need to be reinspected. The Recon Office will update your information for free.

What modifications do they check?

The recon office has a set of guidelines they need to follow in regards to your vehicle modification. Key points that they check are suspension, exhaust, lights, rim and tire size, and engine modifications.
